Emma Manoukian is an Account Executive with Bicker, Castillo & Fairbanks. In this role, Emma builds diverse statewide coalitions, engineers grassroots advocacy efforts, and implements persuasive communication strategies that influence public policy outcomes for our clients.
Prior to joining BCF, Emma worked at Meridian Pacific where she gained experience building and mobilizing coalitions, monitoring media, and engaging voters on ballot measures and candidate campaigns.
Emma is a graduate of the Jesse M. Unruh Assembly Fellowship program. During her time in the California State Assembly, Emma staffed both policy and fiscal committees and played a critical role in shaping her office’s communications strategy.
Emma earned her Bachelor of Science from Cal Poly, San Luis Obispo where she studied Agricultural Communication and Agribusiness. She also holds a Graduate Certificate in Applied Policy and Government from Sacramento State.
Outside of the office, Emma enjoys taking group fitness classes, catching live music shows, hiking up and down California’s coast, and frequenting the local farmers market.
